Yondr, which already runs a data center campus near Arcola, has applied for a special exception to build a data center on about 11 acres south of Briarfield Lane and east of Youngwood Lane, in the General Industry district.[1][2]

The application, LEGI-2025-0049, asks for the data center use plus five changes to the rules that protect neighbors:

  • no berm or fence along part of the Youngwood Lane frontage
  • a 100-foot setback instead of 200 feet on the south and east
  • no building height limit within 400 feet of residential property
  • no building step-back within 400 feet of residential property
  • no Type C buffer along the northern boundary

County staff denied Yondr's request to skip the tree survey that the application checklist requires.[1]

What the new rules require

This is the kind of case the new rules were written for. Since March 2025 a data center in this district needs a special exception, with public hearings at the Planning Commission and the Board. Each of the five minor exceptions above is a request to set aside a standard written to protect homes nearby.

Where it stands

The application is in review. We have not found a Planning Commission hearing date. Because it is a legislative application, it falls under the pause the Board directed on Sept. 15, 2026: the Board would hold off on a final vote for up to 12 months from the date the application first goes to the Planning Commission, so Phase 2 rules can apply.[3]
