Time to speak

Set by the Chair, never more than 5 minutes. The usual time is 1 minute. [1]

Who can speak

Loudoun residents (including the towns), Loudoun businesses and taxpayers, current or former LCPS students, out-of-county parents of LCPS students, and LCPS employees and retirees or groups that represent them. You must show proof. [1]

Speak in person

  1. Get your proof ready

LCPS accepts, among other things, a Virginia driver's license showing a Loudoun address, a recent utility bill with your name and Loudoun address, a mortgage or lease, or a current LCPS employee or student ID. [1] Check the Citizen Participation page for the full current list.

  2. Register online during the window

The Citizen Participation page posts an in-person form and a virtual form for each meeting. Pick one method, fill out the form in full, and register only as an individual speaker. [1]

  3. Missed the window? Walk up

Walk-up registration is open at the front of the Administration Building until 30 minutes before the meeting starts. Walk-up speakers go to the end of the list. [1]

  4. On the day

The speaker list goes up one hour before the meeting, at the front of the building and on the LCPS website. If you miss your turn, you will not be called later. [1]

Enter through the west entrance marked B1 and go through security. Bags and backpacks are not allowed, except purses 8 x 11 x 2 inches or smaller. Signs can be no bigger than 24 x 30 inches, hand-held, with no stick or pole. [1]

For handouts, bring 12 copies and leave them in the media box at the back of the Board room before the meeting starts. Speakers may never walk up to the dais. [1]

Comments that target, criticize or attack individual students are not allowed. Take complaints about a staff member to the principal or the right division office, not to public comment. [3]

Speak virtually

  1. Use the virtual form, in the same window

Register with the virtual public comment form on the Citizen Participation page, between 9:00 a.m. the Friday before and noon on the meeting day. The same eligibility and ID rules apply. Choose virtual or in person, not both. [1]

  2. Be ready early

Virtual speakers go before in-person speakers. [1] Read the technical instructions before the meeting. [4]

It has options to submit a written public comment or to write to all Board members. [3] [5] Email to the Board is open to public inspection under the Virginia Freedom of Information Act. [6]

Need help to take part?

Contact the Superintendent's Office at least three days before the meeting for an interpreter or a disability accommodation. Speakers who use an interpreter get double the speaking time. [1]
